Instructions
Set the oven to 325 degrees F (165 degrees C)
Slice off the top third of each head of garlic to expose the cloves.
Place them in a small baking dish, adding just enough water to cover the bottom.
Drizzle olive oil over the garlic, then cover with a lid or foil.
Bake in the preheated oven for 45 minutes.
While the garlic is baking, melt the butter in a saucepan over medium heat.
In a separate bowl, mix the flour and milk until smooth, ensuring there are no lumps.
Pour this mixture into the saucepan with the melted butter.
Bring the mixture to a boil, stirring constantly. Cook until the sauce thickens, which should take about 5 minutes.
Once baked, squeeze the roasted garlic cloves from their skins and mash them.
Stir the mashed garlic into the sauce, and season the mixture with salt, ground peppercorns, and ground nutmeg.
