For Macaroni:
Bring 4 to 6 quarts of water to a boil in a pot.
Add vegetable oil and salt to the pot.
Add the macaroni and cook for 10 to 12 minutes or until al dente.
Drain the macaroni water and set the macaroni aside.
In a pot, bring 3 cups of water to a boil.
Boil the carrots until they are soft.
Rinse and set aside the carrots.
For Macaroni Salad:
In a large mixing bowl add cooked macaroni, chopped bell peppers, carrots, chopped celery, mayonnaise, grape tomatoes, sugar, pepper, and salt.
Using a wooden spoon, combine all of the ingredients.
