In a mixing bowl, combine Soy Sauce, Taiwanese Sesame Paste, White Sugar, Chinese Black Vinegar, Mushroom Bouillon, Toasted Sesame Oil, Chili Oil, and Salt with a spoon and set aside.
For Noodles:
Cook the noodles according to the package directions.
Boil the noodles (8 to 10 minutes) and drain the noodles and reserve the hot cooking water.
To Assemble:
To the sesame sauce, add the necessary amount of hot cooking water. Season with salt if necessary.
Put sesame sauce on the serving plate, and add cooked noodles on top.
Garnish with chopped scallions and crushed peanuts.
